Hello, HEGGAi!

I've just gotten a little time, what with my job and my rehersals for DoaS
to type this up and send it out to you.  It's a campiagn description of the
Campaign of the Change.  I managed to get this out earlier because Karin
and I (who was going to co-GM, but has agreed to let me take over and
adversary) had thrown some ideas around, so I didn't have too much thinking
to do.
	I'll try to get the stuff on the other two ideas I've mentioned ("Gifted
and Talented", the young supers campaign, and the untitled swashbucklers)
to you soon.

Also, I know I don't have a web page up yet, but I've been busy, as I've
said.  When I do, I'll put this on it.

THE CAMPAIGN OF THE CHANGE

This campaign starts with the great Chicago Blackout of 1997. This
blackout, caused by co-ordinated terrorist attacks on infrastructure,
lasted almost four weeks. This resulted in wide-spread riots, and when the
national guard attempted to move in resort order they met armed resistance,
possibly from the terrorists, although some say that the New World Order
was already working for the overthrow of the US Government.  The atomic
blast in Naperville (appearently a nuclear mine made from a Soviet tactical
nuclear weapon) was the final straw and the US government, in March 1997,
called all of its troops in from overseas, shut its borders, and began, in
effect, a house-to-house search for "terrorists and subversives".
	This resulted in even more wide-spread chaos, as other countries also
curtailed human rights, worried they would encounter the same problems that
the US had.
	Then, in one of the most remarkable events in human history, called,
forever after, "The Change", the chaos suddenly stopped.  I won't go into
detail about how the New World Order came into power (I don't want to ruin
the surprise) but by 2010, the world was organized in a rational,
humanistic government for the first time in human history.  The Order,
mainly a techoncracy, although it also has theistic and social arms,
spurred research and by 2020, Earth's Tech Level was 8 and rapidly rising.
	The main (that is, in-person) campaign will begin on a space station in
Jovian orbit on the year 2065 (I won't ruin any surprises if I tell you
your characters will be rejuvinated, so don't worry if they're 90+ years
old) at TL 9. 
	As I've mentioned before, this campaign will have an extensive
play-by-email section before actual play starts, to get the characters
through the Chicago Riots and to the same place.

Characters

The player characters must be physically competent (see below) residents of
a real-life 1997 Chicago.  They should be between 100 and 150 points and
should have all of the skills associated with TL 7 living (Driving, Comp
Op, and so on).

	Statistics

	Minimum statistics are Strength 9, Dexterity 12, Intellegence 9 and Health
12; characters much below this would have a hard time surviving the
troubles before the change.  I'm also going to put a cap on Dexterity (at
15).

	Advantages

	Magery is forbidden, as are all  psionic powers except Empathy and Danger
Sense.
	There are no required advantages (although Literacy is, of course, free).

	Disadvantages

	Crippling physical disadvantages (Blindness, Paralysis, Missing Limbs,
Hemophilia and so on) are forbidden.  Likewise, characters may not be older
than 35 unless they take the Longevity advantage.

	Skills

forbidden:
All skills related to Magery and Psionics are inaccessable to the
characters (since they can have neither Magery or Psionics)
	Although TL 8+ skills will play a big role in the campaign, all characters
are at TL 7 unless they work in high tech labs, in which case they can have
a point or so in early TL 8 technology.

required:
All characters should have 1/2 a point in Area Knowledge (Chicago).
	Characters should also have the appropriate skills for their background,
as mentioned above.

recommended:
Due to the violent nature of the the world in general and Chicago in
specific just before the Change, characters might want to have one or two
Guns skills at a proficient levels. Likewise, since the campaign will move
into higher tech levels, investing in Comp. Op., Programming, Engineering
and Electronics would be a good buy.
